The “CISA Guidelines for 911 Centers: Mitigate COVID-19 Vaccination Distribution Communication” was developed after instances of significant phone outages in the early stages of vaccine sign-ups, when volume and congestion caused a Distributed Denial of Service (DDOS)-like overload on local networks, potentially impacting 911 centers and other critical entities. It allows the sharing of best practices to prepare for similar vaccine roll-out programs, and recommendations for public safety partners and communications providers to avoid these types of disruptions.
