FPIC Releases P25 ISSI and CSSI Volume II Guidance

The Federal Partnership for Interoperable Communications (FPIC), in collaboration with SAFECOM and the National Council of Statewide Interoperability Coordinators (NCSWIC), has published the second of two volumes that addresses planning and implementation of accredited technical standards compliant Project 25 (P25) Inter-RF Subsystem Interface (ISSI) and Console Subsystem Interface (CSSI) technologies.

Given increased interest in both ISSI and CSSI technology, FPIC, supported by CISA, has taken steps to explore the ISSI/CSSI technology environment. In 2019, FPIC released the Best Practices for Planning and Implementation of P25 Inter-RF Subsystem Interface (ISSI) and Console Subsystem Interface (CSSI): Volume I to address pre-planning, partnerships, and governance best practices for planning and implementing ISSI or CSSI connections. The new volume, titled Best Practices for Planning and Implementation of P25 ISSI and CSSI: Volume II, focuses on the technology, policy, and people aspects of planning and implementing ISSI or CSSI connections.  

While ISSI and CSSI technologies come with their challenges, both can be powerful tools for expanding operational coverage and achieving interoperability between similar or disparate systems. These volumes are intended to aid public safety, emergency communications officials, and technical leads in collaboration with potential partners, in preparing for and while implementing ISSI or CSSI. The presented information is rooted in best practices observed during all project phases by local, county, regional, and state agencies implementing ISSI/CSSI and are provided as a resource for others in the community who may be contemplating or proceeding with ISSI/CSSI implementation. Both volumes include checklists meant to prompt practitioners to ask questions and consider strategic elements that may otherwise be overlooked.
