The Cybersecurity and Infrastructure Security Agency (CISA)’s mission is to defend the Nation against threats and help to build a more resilient infrastructure. To that end, rapid, safe delivery of the COVID-19 vaccine to the American public is essential to ending the COVID-19 pandemic. Temporary and publicly accessible satellite clinics, known as points of distribution (POD), serve as important sites for vaccine distribution. Due to their temporary nature, PODs may lack a sturdy, permanent infrastructure to shield them from potential physical assaults; would-be malicious actors may, in turn, incorrectly perceive the lack of walls as a lack of security.

CISA created the COVID-19 Vaccine Points of Distribution Physical Security Action Guide to help POD managers and organizers bolster their physical security measures to ensure safe and smooth operations. The Guide provides actionable planning suggestions for operators to protect their employees and visitors receiving the COVID-19 vaccine. Addressing multiple possible physical attack vectors--including active shooter, vehicular assault, theft, improvised-explosive device, insider threat, and small unmanned aircraft—the Guide provides mitigation and prevention advice tailored to the security of people working at and visiting the POD. By identifying possible threats and bolstering their security posture with suggested mitigation methods, satellite clinic operators can help ensure a smooth and timely delivery of vaccines to the American people.
