About the Speakers

Bill Ekblad, Elections Security (MN), Cyber Navigators

Bill Ekblad is a native of South Minneapolis, a proud University of Minnesota grad, and retired as a Captain in the U.S. Navy in 2019 after nearly 27 years on active duty. In the Navy, Bill served all over the world in various intelligence, information security, and cyber operations roles, and is thrilled to now be applying that experience to elections security in Minnesota.

Amy Kelly, Special Projects Manager (IL), Cyber Navigators

Amy Kelly serves as the Special Projects Manager for the Illinois State Board of Elections. Amy has 12 years of experience in the field of election administration and operations. She previously served as Deputy Director of Election Operations and Election Specialist in Election Training and Resource Development and Voting and Registration Systems for the state of Illinois. Prior to her work with the Board, Amy was the Deputy of Elections in Menard County, Illinois. As Special Projects Manager she is responsible for coordinating and implementing different Agency programs and is the liaison with the federal government and other election related organizations. She currently manages the creation and implementation of the Illinois State Board of Elections Cyber Navigator Program. The program was created in partnership with the Illinois Department of Innovation and Technology and the Illinois State Police Statewide Terrorism and Intelligence Center.
