Kevin Diana
Acting Chief Human Capital Officer (CHCO)

Kevin Diana is currently Acting Chief Human Capital Officer (CHCO) for the Cybersecurity and Infrastructure Security Agency (CISA) at the Department of Homeland Security (DHS). In this capacity, Mr. Diana oversees manpower planning, recruitment, employee engagement, labor relations, performance management, and professional training and development for CISA’s nearly 3,300 employees. Mr. Diana also serves as CISA’s Budget Director, managing a $2.9B annual budget across all aspects of the Planning, Programming, Budgeting, and Execution (PPBE) process. As Budget Director, he helped implement a variety of new strategic initiatives, such as the Cyber Response and Recovery Fund (CRRF) and the $1B State, Local, Tribal, and Territorial (SLTT) cyber grant program established in the Infrastructure Investment and Jobs Act.
Mr. Diana completed the Department of Homeland Security’s Senior Executive Service (SES) Career Development Program (CDP) in July 2024. During his program, he had the opportunity to stand up the Department of Energy, Office of Cybersecurity, Energy Security, Emergency Response’s (CESER’s) Strategic Integration and Planning function. In this role, Mr. Diana helped CESER to develop its first ever strategic plan.
Mr. Diana served as the Deputy Associate Director for the Strategy, Performance, and Resources Division of the National Risk Management Center (NRMC) within CISA. In this role, Mr. Diana stood up the NRMC’s procurement, budget and performance evaluation functions within an eighteen-month window. Mr. Diana previously served as the Capability Development and Integration Branch (CDIB) chief, which executes the statutory mission of the National Infrastructure Simulation and Analysis Center (NISAC), providing advanced analytic capability through modeling and simulation of the nation’s critical infrastructure. CDIB is also responsible for developing the Risk Architecture, a technology-enabled analytic tool that will provide reproducible analytics to assess and analyze threats, vulnerabilities, and consequences to the nation’s critical infrastructure.
Before coming to DHS, Mr. Diana was the Deputy Budget Director for the National Labor Relations Board (NLRB). He has held key positions in various federal agencies over his 19-year career that have afforded him the opportunity to work across a broad range of business functions such as: weapons systems acquisition, contracting, budget formulation, budget execution, programming, performance metrics, human capital, strategy, and policy.
Mr. Diana holds a degree in political science and a degree in music from the University of Mary Washington, an MBA from Strayer University, and his Project Management Professional (PMP) certification from the Project Management Institute.
