Steve Casapulla
Acting Chief Strategy Officer (CSO)

Steve Casapulla serves as the acting Chief Strategy Officer of the Cybersecurity and Infrastructure Security Agency (CISA). In this position, he is the principal policy and strategic adviser to CISA leadership and senior management, integrating strategy across all the organization’s mission areas and ensuring policy, strategy, and operational consistency throughout the agency.
Prior to joining CISA, Casapulla was the Director for Critical Infrastructure Cybersecurity in the Office of the National Cyber Director.
He previously also spent more than thirteen years at CISA, holding a variety of senior roles, including Associate Chief for Strategy, Director of International Affairs and Branch Chief for Policy.
His federal service also includes work at the Small Business Administration, where he worked on disaster response and economic recovery issues after Hurricane Katrina, and at the Department of State in Iraq, where he helped lead an office responsible for transportation reconstruction issues across the maritime, rail, aviation and surface sectors.
Casapulla is a Navy Reserve officer, currently serving as the Commanding Officer of a Naval Cooperation and Shipping Guidance (NCAGS) unit in Baltimore, MD. He has made multiple overseas deployments in support of contingency operations and the Global War on Terror.
A graduate of the U.S. Merchant Marine Academy in Kings Point, N, he has earned graduate degrees from Georgetown University and the Naval War College. He holds a CISM certification and received an Executive Certificate in Public Leadership from the Harvard Kennedy School.
