Felicia A. Purifoy serves as the Chief Human Capital Officer for the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency (CISA). Purifoy was appointed as a member of the Senior Executive Service in 2014 and has been employed with the federal government for more than35 years. Prior to joining CISA, Purifoy served as the Deputy Assistant Administrator for Human Resources at the Department of Justice/Drug Enforcement Agency. She also previously served at the Department of Treasury’s Internal Revenue Service, the Department of Commerce, and the Department of Housing and Urban Development.
During her tenure in the federal government, Purifoy has provided leadership, program direction and oversight in designing, developing and implementing a human capital framework, human resources policies, and employing and monitoring technology to improve the efficiency and effectiveness of HR operations. She has extensive experience in federal human capital programs, to include recruitment, staffing, position management and classification, compensation, benefits, employee and labor relations, HR information systems, data analytics, workforce and succession planning and engagement initiatives.
Her accomplishments include improving the customer service experience and HR service delivery to customers; through process improvement initiatives, reducing time to hire and case processing; and the planning, execution and stand up of new organizations.
Purifoy attended Virginia Commonwealth University and Northern Virginia Community College where she studied Applied Music-Voice and Criminal Justice.
