Control Environment Laboratory Resource
Overview
CISA’s Control Environment Laboratory Resource (CELR) provides sector-specific critical infrastructure environments comprised of operational technology (OT) and traditional information technology (IT) systems for research, training, and testing. CELR excels in demonstrating kinetic cyber-attacks through Industrial Control System (ICS) elements such as supervisory control and data acquisition (SCADA) systems, Human Machine Interfaces (HMIs), programable logic controllers (PLCs), OT/IT pivot points, and other key components. CISA’s CELR provides an excellent opportunity to enhance the way operational units in government and industry defend ICS networks.
Users
Potential users of CELR include but not limited to:
- Federal Departments and Agencies
- Critical Infrastructure Owners and Operators
- State, Local, Tribal and Territorial (SLTT) government organizations
- Academia
Primary uses of CELR include:
- ICS/OT Training (Red v. Blue Team Events)
- OT Capability Evaluations (DT&E, OT&E, Independent)
- Vulnerability & Mitigation Measure Research
- Malware Analysis and Execution

CISA partners with Idaho National Laboratory and Pacific Northwest National Laboratory to host and provide users remote and in-person opportunities for collaboration, exploration and training. Available CELR platforms include:
