Infrastructure Resilience for Low-Capacity Communities: Recommendations to Reduce Barriers and Provide Support

Developed by the Resilient Investment Planning and Development Working Group (RIPDWG), this white paper addresses the barriers and capacity limitations facing vulnerable communities that make them least able to take advantage of federal risk mitigation resources. It focuses on three critical capability challenges that low-capacity communities experience in building resilience through federal programs and provides recommendations to federal government policymakers to overcome these challenges. Recommendations include strategic federal actions and research initiatives that address coordinated investment in local capacity-building and improved accessibility of resources at the local level to enhance community resilience.
