Tarek Abboushi

Chief Financial Officer (CFO)

Tarek Abboushi

Tarek Abboushi is the Chief Financial Officer (CFO) for the Cybersecurity and Infrastructure Security Agency (CISA). Abboushi oversees all aspects of the Planning, Programming, Budgeting and Execution (PPBE) process. As part of the Office of the Chief Financial Officer (OCFO), Abboushi is also responsible for program analysis and evaluation, financial operations/reporting, business process transformation, audit/internal controls and economic analysis for CISA and interfaces closely with all external stakeholders in DHS, other government agencies, The Office of Management and Budget, and Congress. 

Prior to joining CISA in April 2021, Mr. Abboushi was the Chief Financial Officer for Mission Services, the Chief Information Officer (CIO) and Command Element at the Defense Intelligence Agency (DIA) where he led PPBE processes and program integration. He also served as DIA's Acquisition Executive for Policy and Planning for all acquisition matters where he gained both Department of Defense (DOD) and Intelligence Community (IC) approval for DIA's 1st Joint Major Acquisition Program to transform military intelligence.

He also served at the Intelligence Advanced Research Projects Activity (IARPA) in the Office of the Director of National Intelligence as Chief Acquisition Officer and resource manager where he advised the Director and led various support functions for executing multiple programs focused on Customer-driven hard and difficult problems.

Prior to entering civilian service, Mr. Abboushi served in the United States Air Force where he commanded at the Squadron and Group level and served in multiple assignments to include Headquarters Air Force, National Security Agency (NSA), National Reconnaissance Office (NRO) and the Joint Staff (Pentagon). His assignments range from financial and program management, engineer, logistician, test & evaluation and space/information operations. He served as the CV-22 Osprey Aircraft Program Director in a Joint Service Program Office. He also served as Program and Financial Manager for several programs focused on Intelligence, Surveillance, Reconnaissance and Command & Control missions. He has held engineering and operations positions at the National Military Command Center, NSA and NRO including Deputy Director of the NRO Operations Center.

He has earned multiple certifications from the DOD and the Office of the Director of National Intelligence in financial management, acquisition program management, life cycle logistics and systems engineering. He received a Bachelor' s degree in Electrical Engineering from the US Air Force Academy and Master's degrees in Business Administration and National Security Strategy.
